Is there a per diem limit in Germany?

Per diem payment is possible (daily allowance) for the daily needs when an employee is in a foreign city (food, lunch, etc.). Here's an overview of the rates per region. It is either the employee receives a per diem or requests reimbursement for food, lunch, etc but it cannot be both.
