If an employee gets paid in a non local currency, why are they required to have a bank account outside the country?

Salaries paid in non-local currencies are subject to regulation by local laws. Each country has its own requirements, and some mandate that the recipient's bank account be located outside the country of employment (e.g. Argentina).
